The Scientific Council acts under the frame of reference of the Bylaws of Instituto Superior Técnico, and also the Bylaws of the Universidade de Lisboa and the remaining provisions that are present in the Portuguese Law.

The Scientific Council is composed of its president, and twenty four other members, sixteen of whom are elected representatives of the faculty, and eight of whom are representatives of the research units, elected by the Council of Research Units of Instituto Superior Técnico.
